James T. High Jr., 74, a Navy Captain who retired in 1984 as director of the Naval Command Center at the Pentagon, died January 22, 2004, at his home in Martinsburg, West Virginia, after a heart attack.
Captain High served more than 30 years in the Navy. His career included command of the submarine Bang and service aboard four other submarines, including the ballistic missile submarine Tecumseh, where he was navigator on one of the crews in the Tecumseh’s first two deterrent patrols in the Pacific.
He attended the National War College, directed the Navy’s Senate liaison office and commanded the Navy recruiting area for the southeastern United States.
His decorations included the Legion of Merit, the Meritorious Service Medal and the Navy Commendation Medal.
For 34 years, he lived in the Washington area. In August, he moved from Fairfax to Martinsburg.
Captain High was born in Opelika, Alabama He graduated from Vanderbilt University.
His marriage to Ann W. High ended in divorce.
A daughter, Amy Ann High, died last year.
Survivors include two children, James T. High III of Fairfax and Robert Michael High of Alexandria; a sister; and three grandchildren.

A service will be held on February 27, at 11 a.m. at Church of The Good Shepherd Episcopal Church, 9350 Braddock Rd., Burke, VA. Interment to follow 1 p.m. with Full Military Honors at Arlington National Cemetery. Reception to follow at Army Navy Country Club, Arlington, VA from 2:30 to 5 p.m. In lieu of fowers contributions may be made in his memory to the Naval Submarine League, P.O. Michael Robert Patterson was born in Arlington and is the son of a former officer of the US Army. So it was no wonder that sooner or later his interests drew him to American history and especially to American military history.
