Sniffen I have nominated and by and with the advice and consent of the Senate do appoint him, for the period of four years beginning September 11, 1906, Paymaster General, with the rank of Brigadier General, in the service of the United States: to rank as such from the eleventh day of September, nineteen hundred and six. He is therefore carefully and diligently to discharge the duty of Paymaster General by doing and performing all manner of things thereunto belonging.” CULVER C. SNIFFEN had served President Grant as his Secretary.

Michael Robert Patterson was born in Arlington and is the son of a former officer of the US Army.
