“An Army General who held high posts in the U.S. Military, Diplomatic Corps and Intelligence Agencies, died at home in Colorado Springs, Colorado, on February 18, 1993. He was 83 and his family said that the cause of death was cancer.
John F. Kennedy appointed him Deputy Director of the Central Intelligence Agency (CIA) from 1962 to 1965. President Lyndon B. Johnson named him Director of the National Security Agency from 1965 to 1969.
Earlier he had held numerous Army commands and served as a top aide to General George C. Marshall when Marshall was a General, Secretary of State and Secretary of Defense. Upon leaving the Government in 1969, he became Presidnt of the George C. Marshall Research Foundation, from which he retired in 1985.
He was the son of Brigadier General Clifton Carter, and was born on September 16, 1909 at Fort Monroe, Virginia. He graduated from West Point in 1931 and earned a Master Degree at the Massachusetts Institute of Technology in 1936.
During World War II, he served in the Logistics Group of the War Deprtment General Staff and as Deputy Chief of Staff in the China Theater of Operations. In 1946 he became an aide to Marshall, who was then a Special Envoy to China. He rose to the rank of Diplomatic Minister, and helped to supervise postwar programs in Europe and assisted Secretary Marshall at five major foreign conferences. His other military posts included Chief of Staff of the Continental Air Defense Command, Head of the North American Air Defense Command, Chief of Staff of the 8th Army in Korea and commander of the Army Air Defense Center at Fort Bliss, Texas.
Surviving are his wife of 58 years, the former Preot Nichols; 2 daughters, a son; 8 grandchildren and one great-grandchild. He is buried in Section 2 of Arlington National Cemetery.
His father, Clifton Carroll Carter, who died on September 20, 1950, is buried in Section 9 of Arlington National Cemetery.

On Tuesday, June 10, 1997, PREOT N. CARTER, of Colorado Springs, Colorado, beloved wife of the late Lieutenant General, Marshall S. Carter; mother of Stoney Carter, Mary Carter O’Connor and Marshall N. Carter; sister of Robert Nichols. Also survived by five grandchildren; five step grandchildren and three great grandchildren.
Graveside services will be held on Tuesday, June 17,1997 at Arlington National Cemetery at 11 a.m. Arrangements by JOSEPH GAWLER’S SONS.
Michael Robert Patterson was born in Arlington and is the son of a former officer of the US Army. So it was no wonder that sooner or later his interests drew him to American history and especially to American military history. Many of his articles can be found on renowned portals like the New York Times, Washingtonpost or Wikipedia.
