James Lay was in 1949 appointed as Executive Secretary of the National Security Council. The NSC was established by the National Security Act of 1947 and amended by the National Security Act of 1949. Later in 1949, as part of the Reorganization Plan, the Council was placed in the Executive Office of the President. The President chairs the NSC and regular attendees include the Vice President, the Secretary of State, the Secretary of the Treasury, the Secretary of Defense, and the Assistant to the President for National Security Affairs. The Chairman of the Joint Chiefs of Staff is the statutory military advisor to the Council, and the Director of Central Intelligence is the intelligence advisor.
James S. Lay, Jr., (1911-1987) was a senior official in the National Security Council, first as assistant executive secretary, 1947-1950, and then as executive secretary, 1950-1961. He then served as Deputy Assistant to the Director of Central Intelligence, 1961-1964, and the executive secretary of the Intelligence Board through 1971.
Emily Graham Miller Lay, 89, a former social worker and teacher at Catholic University, died November 8, 2002, at the Wilson Healthcare Center of Asbury Methodist Village in Gaithersburg, Maryland, of a urinary tract infection.
Mrs. Miller, a resident of Gaithersburg, was born in Shelby, N.C., and graduated from Meredith College in North Carolina. She received a master’s degree in social work at Smith College in Massachusetts.
She settled in the Washington area during World War II.
In the 1960s, she was a social worker at the Fairfax-Falls Church Child Guidance Clinic and at Catholic Charities of Northern Virginia. In the 1970s, she was on the faculty of the National School of Social Service at Catholic University.
She served on the boards of directors of the Fairfax-Falls Church Child Guidance Clinic and Camp Fire Girls of Greater Washington.
Her husband of 50 years, James S. Lay Jr., died in 1987.
Survivors include three daughters, Carolyn Dowd of Gaithersburg, Patricia Dorsey of Grosse Pointe Farms, Michigan, and Emily Paramonova of Los Altos, California; four grandchildren; and two great-grandchildren.

A psychiatric social worker and Falls Church resident for 54 years died Friday, November 8, 2002. Wife of the late James S. Lay Jr. a former executive secretary of the National Security Council. Loving mother of Carolyn Dowd, Patricia Dorsey, and Emily Paramonova; grandmother of William and James Dowd and Erin and Gretchen O’Connell; great grandmother of Oliver and Harper Dowd. Also survived by several nieces, nephews, and cousins.
Mass of Christian Burial will be offered at St. James Catholic Church, 103 N. Spring St., Falls Church, Virginia, 10:30 a.m. on Wednesday, November 27. Interment Arlington National Cemetery. In lieu of flowers memorial contributions may be made to Alzheimers Association of the National Capitol Area, 11240 Waples Mill Rd., Suite 402, Fairfax, Virginia 22030.

Michael Robert Patterson was born in Arlington and is the son of a former officer of the US Army. So it was no wonder that sooner or later his interests drew him to American history and especially to American military history.
