Joiyce Bailey “Jim” James, Brigadier General, United States Army (retired) of Albany, Georgia, died of natural causes Sunday, May 16, 2004. The interment will be July 28th, at Arlington National Cemetery.
A native of Bay Village, Arkansas, General James, graduated from the North Little Rock Senior High School in 1935, and then enjoyed a military career that lasted nearly 37 years.
He enlisted in 1935 and retired in 1971 a Brigadier General. A Signal Corpsman, he specialized in communi- cations and electronic warfare. His service took him to the Pacific Theater of Operations in World War II; Korea, Ethiopia, and Vietnam, as well as several stints n the Washington D.C. area.
He was instrumental in the formation of STRATCOM, and his final assignment was as Deputy Commander for Communications and Electronics, NORAD, Colorado Springs, Colorado.
His numerous military decorations include a Philippine Presidential Unit Citation, a Republic of Korea Presidential Unit Citation, and for his accomplishments in organizing the Mid-East Signal Communications Agency in Asmara, Eritrea, he received the Legion of Merit.
The General served as Chief, Allocations Division, in the Office of the Deputy Director for Defense Communications Systems, Defense Communi- cations, and Defense Communications Agency. He attended the Army War College in 1965, and in 1966 General James was designated Deputy Commanding General of the United States Army Strategic Communications Command. Following his retirement from the military, he was for several years the president of Prodelin, Inc. of New Jersey. He moved to Albany in 1989 with his wife, Patricia.
He was a member of St. Paul’s Episcopal Church, the Association of Old Crows, the Veterans of Foreign Wars, and the American Legion. He was a 32nd Degree Mason, and he was a charter member of the Fort Montmouth Chapter #155 in New Jersey.
He is survived by his daughters, Constance Wehner (Robert) of Albany, Georgia; Corinne James (Bruce Biederman) of Leaburg, Oregon; grandchildren; Patricia Wehner of Atlanta, Georgia, Thomas Wehner and Stephen Wehner of Albany, Georgia and Lia Harris of McMinnville, Oregon; and great-grandson, Marcus McGuire, also of McMinnville, Oregon.

Michael Robert Patterson was born in Arlington and is the son of a former officer of the US Army. So it was no wonder that sooner or later his interests drew him to American history and especially to American military history.
