Ezra Griffin Allen, (1885 – 1952). Born on March 11, 1885 in Scranton, Pennsylvania.
Graduated from Annapolis in 1907 and commissioned in 1909. Commanding Officer of the Sultana and the Walkina operating in French waters in World War I. Aide to Admiral William S. Sims in 1918.
Commanding Officer of the Belknap in 1919. Graduated from the Naval War College in 1920. Aide to Admiral Edward W. Eberle 1922-1923 and Rear Admiral William A. Moffett 1924-1926. Graduated from the Army War College in 1929. Commanding Officer of the Bridge in 1933. Aide to the Commander of Battle Force 1936 – 1938. Budget officer for the Navy Department July 1938-July 1946. Rear Admiral in October 1941.
Retired in November 1946. Decorations included the Navy Cross. Died on January 4, 1952.

The Navy Cross is awarded to Commander Ezra G. Allen, U.S. Navy, for distinguished service in the line of his profession as commanding officer of the U.S.S. Sultana and the U.S.S. Wakiva, engaged in the important, exacting, and hazardous duty of transporting and escorting troops and supplies through waters invested with enemy submarines and mines.
