Retired Army Officer Was Once Governor of a Philippine Island

TRENTON, New Jersey, June 26, 1944 – Colonel Robert Sanford Offley, USA, retired, who served from 1900 to 1907 as Governor of the Island of Mindoro in the Philippines, died yesterday at the age of 74 in the home of his daughter, Mrs. Griffith Clark, in Hillwood Lakes, a Trenton suburb.

Colonel Offley, who retired twelve years ago, served both as an Infantry and Finance officer.  During the Spanish-American War he was decorated for bravery.  He was a Lieutenant Colonel during World War I.  He was hell known for his establishment of the first telegraph system in Alaska.

Also surviving are a son, Colonel Robert H. Offley; a grandson, Major Robert H. Offley, Jr., and a sister, Mrs. Lindsey Robertson of Charlottesville, Virginia.

Burial will be Wednesday in Arlington National Cemetery, Washington.
